SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context.
– Food insecurity is one of the highest in the world due to recurring shocks (consecutive years of widespread flooding, conflict-based displacement), and an ongoing protracted macro-economic crisis.
– The country also faces cholera outbreaks on a yearly basis, has very limited sanitation coverage and safe water access remain a challenge for most of the population.
– On top of these chronic situations, South Sudan has been highly impacted by the war that started in Sudan in April 2023. As of mid 2026, more than 1,300,000 people have entered South Sudan, the vast majority entering through the Joda/ Wunthow border point in Renk County, Upper Nile State (northern part of South Sudan).
– In 2025 internal tensions increased at government level and have led to wide spread conflicts within the country. Elections at the end of 2026 may not happen as planned.
– An Ebola outbreak is currently at its doors in DRC and Uganda.
As a result, 10 million are in need of humanitarian assistance as of 2026.
The PM is responsible for implementing SI’s response in Renk area, including Renk town, Abukdara and the Eastern Corridor. S/he will be in charge of continuing and strengthening SI’s operational presence, ensuring the timely delivery of high-quality interventions that address urgent humanitarian needs in the WASH sector and Non-Food Item (NFI) distribution, in coherence with SI’s response to WASH needs, and in close collaboration with the FSL teams, are part of the activities are integrated. The PM is in charge of supervising the operational team allocated ot his / her program.
S/he ensures that programs are designed, implemented, and monitored in line with donor requirements, organizational standards, and humanitarian principles.
The PM will suggest adjustments or developments to ensure the continued relevance of the projects under his / her responsibility.
The PM will support the setting up of a string AAP mechanisms.
The PM is also responsible for building trusted relationships with local authorities, community representatives, and coordination partners.
The PM will suppor the capcaity building of the staff, both at the managerial and technical levels, to ensure the position can be nationalised.
Size of the Team:
SI team in SSD host approx 100 staff (including 21 expats and is still recruiting some staff members to complete its initial growth since 2025)
In Renk, there 3 expats and one national starff who are moving between Renk and Malakal, as they are managing both bases in Upper Nile (but one of them is based in Malakal), as well as 29 national staff while several recruitments remain open.
Issues and Challenges:
1- The operational volume of the base has significantly increased recently, in a challenging operational environment, requiring swift decision-making, proven budget management skills, team leadership and constant adaptation.
2- Renk authorities’ and humanitarian partners’ strategies to address the needs of returnees, refugees and host communities are evolving from a mere humanitarian response to include durable solutions, while urgent needs remain. This will require analytical skills and a good understanding of the context and its dynamics. In an area where multiple humanitarian actors are present, the position will also requires good communication skills, and careful negotiations to ensure principled and effective delivery of assistance
4 High Needs and Scarce Resources: The humanitarian needs in WASH, and NFIs far exceed available resources. Limited funding and competing priorities constrain the scale and scope of interventions, demanding strict prioritization and advocacy.
5- Logistical Constraints: Access to SI’s operations in locations outside Renk, i.e in the Eastern Corridor, are challenging, especially during the rainy season and subsequent flooding, which complicate timely delivery of assistance and sustainment of field operations, and requires relevant activity planning, and anticipation.
6- Severe Gaps in Water Quality and Sanitation: Communities face acute shortages of safe drinking water and sanitation facilities, with needs that extend beyond immediate emergency response. Long-term water quality improvement and sanitation system strengthening are essential.
7- Safe Storage of Items and Community Engagement: Limited storage facilities and challenging supply chain conditions pose risks for the management of NFIs and WASH materials. At the same time, meaningful community engagement is critical to ensure accountability, participation, and ownership of the response.
8- Lack of technical capacity and managerial gaps among some of the national staff, hence the need to focus on capacity building.
9- Renk area remains relatively calm and stable, but it should be remembered that Renk county is bordering Sudan. Any event or incident affecting the still-at-war neighboring country might have a significant impact in Renk, in terms of security, populations displacements, humanitarian needs to address, requiring flexibility, adaptability and calm.
Priorities for the first 2-3 months:
1- The WASH PM will take his / her position when the 6-month SSHF project will be about to end. S/he hence will have to closely follow-up on ensuring the activities are conducted until their end, required procurements are finalized, that the project’s monitoring tools are updated, as per internal guidelines, for proper monitoring and follow-up, and for consolidation of the final report.
2-The WASH PM will take his / her position when a multi-year BHA / DoS project will be coming to an end. S/he hence will have to ensure that the remaining activities are conducted until their very end, requested and planned procurements are finalized before the end date of the project, that the project’s monitoring tools are updated, as per internal guidelines, for proper monitoring and follow-up, and for consolidation of the final report.
3- The WASH PM will take his / her position as the mission will still be planning to expand activities, as SI is planning to seize the opportunities to renew her partnership with several donors. This will requires from the PM to be ready to engage quiclky in the review of proposals and budgets to contribute to making these opportunities become new projects. Depending on where this process is when the PM joins, s/he might be involved in designing, planning and carrying the necessary WASH-specific assessments in and around Renk to ensure upcoming activities are aligned with the most urgent community needs. Map water sources, sanitation facilities, and gaps in NFI coverage to inform targeted interventions. Subsequently, the PM will have to ensure the roll out newly signed projects and activities.
4- The WASH PM will take his / her position as the mission has just renewed several projects for a second year of implementation. S/he hence will have to ensure the proper roll-out of activities, some in close collaboration with the FSL PM and team, proper integration of these activities into his or her teams schedule, ensure that the proper project’s and activities’ monitoring tools are in place.
4- The WASH PM will have to maintain and strengthen existing Community Engagement and Accountability Mechanisms, and set-up new ones where needed : Set up feedback and complaints mechanisms in collaboration with communities to guide programming and strengthen trust.
5- As the rainy season will not be finished, with expected greater difficulties to access some areas in Renk, the PM will have to ensure constant monitoring and coordination with partners and the sectors to launch Priority WASH and NFI Interventions in areas with arising critical needs : water chlorination,distribution of hygiene kits. Ensure timely distribution and safe storage of NFIs to support displaced and vulnerable households. In a general manner, prepare for Seasonal and Epidemic Shocks or Conflcit displacement, and more specifically in Renk for the cholera outbreak to endure and maybe worsen.
6- The PM will have to maintain and Strengthen Coordination and Partnerships: Engage actively in WASH, NFI, and inter-agency coordination platforms at county and state levels. Align with partners’ strategies to avoid duplication and maximize coverage, particularly in hard-to-reach locations.
7- Capacity building of the national staff
Security Constraints:
Renk: curfew at 8 pm, but we can walk during the day outside the compound, enjoy the town markets.
The security situation remains relatively calm, access to the field and activities being complicated mainly during the rainy season.
The situation in South Sudan is volatile at the moment, please document yourself before applying. Some organizations have reduced their expat presence in country accordingly. SI is adapting the set up in real time as context evolves

Electricity is quite stable, there are markets accessible in the city, where great food diversity (fruits, vegetables) can be found . There is a kitchen with basic cooking facilities, and a cleaner/cook. Satelite internet is available.
SI will offer you:
A salaried position: According to experience, starting from EUR 2100 gross per month (2100EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

1. WASH Program Management: Proficiency in planning, implementing, and monitoring humanitarian projects, specifically WASH in hard to reach areas. Proven ability to manage several budgets at the same time, and timley suggest adjustements wherever needed, in line with donors’ and internal guidelines.
2. Emergency Response: Capability to adapt WASH interventions in response to emergencies, such as disease outbreaks, natural disasters and conflict
3. Technical and project management documents writing. Ablility to develop technical BoQs.
