Under the supervision and with the support of the Grant Manager, the Reporting and Communication Officer (RCO) is the mission’s focal point on:
– The launch, coordination, review, compilation, and timely submission of high-quality reports and corresponding annexes that meet the requirements of donor and SI, in close coordination with progran and support team ;
– Support the capacity building of the Reporting and Communication Support Officer ;
– Design a communication strategy for an external audience, under the responsability of the Country Director ;
– The RCO will support improving international communication at coordination level as well as internal communication with field bases ;
– Support the mission in ensuring compliance with donor regulations towards strengthening accountability to donors ;
– Work with the PMs and PMAs to improve team capacity in terms of reporting and communication.

SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context, particularly in rural and semi-urban areas, including refugees/returnees and IDP camp settings.
Context:
– Food insecurity is one of the highest in the world due to recurring shocks (consecutive years of widespread flooding, conflict-based displacement), and an ongoing protracted macro-economic crisis.
– The country also faces cholera outbreaks on a yearly basis, has very limited sanitation coverage and safe water access remain a challenge for most of the population.
– On top of these chronic situations, South Sudan has been highly impacted by the war that started in Sudan in April 2023. By march 2026, more than 1,300,000 people had entered South Sudan, the vast majority entering through the Joda/ Wunthow border point in Renk County, Upper Nile State (northern part of South Sudan).
– Since early 2025, resurgence of internal tensions have led to heightened conflict and analysts are worried that the peace conditions offered by the Peace Agreement may not hold.
As a result, 10 million are in need of humanitarian assistance as of 2026.

‘- Coordinate various teams and stakeholders to produce consistent, accurate, and high-quality project documents. PRIORITIES ON THE 2-3 FIRST MONTHS

‘- Coordinate and facilitate the submission of reports in accordance with donor deadlines (monthly reports, interim report FCDO, FIFSAN and SSHF) ;

– Develop and/or update the communication plan based on the mission communication strategy and needs (donor specific requirements) ;

– Produce communication materials that fulfill donor commitments while ensuring the South Sudan mission’s visibility to the general public ; – Training for program team on grants and communication.

SECURITY CONSTRAINTS:

There is an internal curfew at night for international staffs – different zones are set (8-10PM).

Curfew can be reduced based on security updates (as has been the case recently) The situation in South Sudan is volatile, please document yourself before applying. SI is adapting the set up in real time as context evolves There is one driver available on evenings and weekends for movements out of office hours. Access to activities is possible for all (and encouraged!).

In coordination, movements outside of Juba town (besides intervention location) for leisure are limited

LIVING CONDITIONS:

‘- TheRCO is living in a shared guesthouse with the other international staffs.

– Individual room, with electricity 24/7.

– Internet and Phone network available – Restaurants and international food are available There is an internal curfew at night for international staffs – different zones are set (6-8-10PM). Curfew can be reduced based on security updates There is one driver available on evenings for movements out of office hours, 2 drivers during weekends daytime.

Access to activities is possible for all (and encouraged!). In coordination, movements outside of Juba town (besides intervention location) for leisure are not permitted.

A salaried position: Fixed Term contract of 8 months, renewable based on funding and performance According to experience, starting from EUR 1750 gross per month (1750 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Expériences / Formation

DIPLOMAS: A master’s degree in a relevant field such as economics, project management, social sciences, international development, etc.; or equivalent professional experience.

EXPERIENCE IN HUMANITARIAN SECTOR: 0-2 years

EXPERIENCE IN SIMILAR POSITION: 0-2 years

TECHNICAL SKILLS:

– Strong knowledge of donor reporting mechanisms and the guidelines of the mission’s donors

– Technical knowledge of food security and water, sanitation, and hygiene (WASH) activities is desirable but not essential

– Strong knowledge and understanding of the rules and procedures of donors such as DG ECHO, CDCS/IFSAN, OCHA, SDC, and FCDO

– Excellent analytical, writing and summarization skills

– Knowledge of humanitarian sector

– Strong organizational and prioritazation skills, attention to detail
