Responsible for operationalizing SI’s response in the Ulang. The role aims to establish SI’s operational presence and deliver timely, high-quality interventions that address urgent humanitarian needs in the sectors of WASH.S/he ensures that programs are designed, implemented, and monitored in line with donor requirements, organizational standards, and humanitarian principles.Building trusted relationships with local authorities, community representatives, and coordination partners.
SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context, particularly in rural and semi-urban areas, including refugees/returnees and IDP camp settings.
ISSUES AND SPECIFIC CHALLENGES
The PM needs to operationalize the projects on the base that have been delayed by a previous evacuation in February and a slow resumption of activities due to security and logistical constraints.
Security and Access concerns as the areas are experiencing violence.
Logistic issues linked to the access but also the physical/geographical aspect
Currently temporary hosting solutions found sharing with another organization
Communication might not always be easy in the locations under her/his responsibility

SECURITY CONSTRAINTS
Risk of open conflict and intra-communal violence – risk of revenge killing among the population – risk of looting and theft – risk of being isolated uf the river is closed – risk of escalation of the conflict in the area -elections are planned in SSD in December 2026
A salaried position: According to experience, starting from EUR 2100 gross per month (2100 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living conditions : For Ulang base, very basic accomodation in another NGO compound with limited comfort. Single bedroom but shared common latrine and bath. Electricity and running water might not be available 24/7. Starlink available
The candidate should be ready to live in complicated conditions, quite remote as presence of other NGOs in the area is very scarce. Almost no expatriates from other organization.

Technical Skills:
– WASH Program Management: Proficiency in planning, implementing, and monitoring humanitarian projects, specifically WASH in hard to reach areas.
– Emergency Response: Capability to adapt WASH interventions in response to emergencies, such as disease outbreaks, natural disasters and conflict
– Technical and project management documents writing. Ablility to develop technical BoQs.
– Knowledge of distributions, CASH and NFI interventions
