SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

Solidarités International (SI) has been present in northern Mozambique since 2019, initially in response to Cyclone Idai and later expanding its operations to address the conflict-related crisis in Cabo Delgado. SI currently operates from Pemba, Mueda and Mocímboa da Praia, implementing emergency and early recovery activities in WASH, Shelter/NFI, Food Security and Rapid Response.

Following major funding fluctuations in 2025, the mission is entering a new phase of strategic repositioning in 2026, with a mix of short-term emergency interventions (RRM, WFP, UNICEF, OCHA) and the preparation of multi-year development programming (including DG INTPA).

Food Security and Livelihoods (FSL) activities currently include:
– Cash and voucher-based assistance (MPCA and sectoral vouchers)
– Emergency food assistance
– Early recovery and livelihood support (CASH for work)
– Initial engagement on DRR and Anticipatory Action approaches

In this context, SI is seeking an experienced FSL Coordinator for a short-term mission (3 months) to support the structuring of the sector, including the development of a pluriannual FSL strategy, contribution to the mission’s 3-year programming vision, strengthening of cash/voucher approaches, and development of concept notes and partnerships.


Around 50 staff in total across the mission in january 2026, but it will increase in April/May with the new funding.
SI operates 3 bases:
* Pemba (Coordination / Operational Base): 27 staff
* Mueda (Operational Sub-base): 19 staff
* Mocímboa da Praia (Operational Sub-base): 4 staff

The FSL Coordinator is based in Pemba and provides technical supervision and support to different teams across the mission, including Program Managers and field-based technical staff.


GENERAL OBJECTIVE:

The FSL Coordinator contributes to the development of SI Mozambique’s FSL sector by designing a pluriannual strategy and supporting the mission’s 3-year programming vision. S/he ensures the relevance and quality of FSL approaches, supports ongoing cash and voucher interventions, and strengthens technical capacities. The position focuses on developing concept notes (including DRR and Anticipatory Action), improving distribution modalities in line with SI standards, and fostering partnerships with INGOs and local NGOs.



THE MAIN CHALLENGES:

1- Need to structure a clear FSL sectoral strategy in a transitioning context (emergency → development)
2- Short timeframe (3 months) requiring high impact and rapid outputs
3- Strengthening cash and voucher modalities, including operational improvements in distributions
4- Limited existing structuring of DRR and Anticipatory Action approaches
5- Need to position SI strategically with donors and partners in FSL sector
6- Coordination with multiple actors in a competitive and evolving environment




PRIORITIES FOR THE 2/3 FIRST MONTHS:

1- Develop the pluriannual FSL strategy for the mission (including DRR and Anticipatory Action)
2- Contribute to the 3-year mission programming strategy
3- Develop concept notes and proposals
4- Strengthen and improve cash and voucher programming, including distribution practices
5- Provide technical support to ongoing FSL programs and PMs
6- Engage with INGOs and local NGOs to build partnerships
7- Strengthen technical positioning and representation of SI in FSL sector (including DRR and Anticipatory Action)



SECURITY CONSTRAINTS:

Security level 2 in Pemba with limited constraints.
Mueda and Mocímboa da Praia are security level 3, with stronger movement restrictions and access depending on local conditions and Security Department guidance.

The security situation in Cabo Delgado remains volatile, with unpredictable insurgent activity and evolving access dynamics. Field visits require close coordination with the security department, movement validation, and flexibility. Travel to field bases is mainly by UNHAS.




A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.


LIVING CONDITIONS:

Pemba offers relatively good living conditions for expatriates, with stable access to water and electricity, functional internet, and adequate accommodation. SI provides office and guesthouse facilities.

The position is based in Pemba, with regular travel to field bases. Living conditions in field locations are more basic but remain functional. Field visits are generally short and depend on operational and security conditions.


Expériences / Formation

DIPLOMA AND EXPERIENCE:

Master’s degree in Food Security, Agronomy, Economics, Humanitarian Action, or related field

Experience in the humanitarian sector : 3 – 4 years

Experience on a similar position : 0 – 2 years
