1. Background

The West and Central Africa, North Africa and Latin America (WANALA) region has 73 bases spread around three main areas in 12 countries: 43 in West Africa (former WARO), 11 in North Africa (former NARO) and 19 in the Americas.

Under the leadership of the regional office in Dakar and closely linked to interventions in neighbouring Central African Republic (CAR), DRC began operations in Cameroon in 2018 by responding to the humanitarian needs of refugees from CAR and vulnerable Cameroonians in the Adamaoua region. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamaoua region) and Garoua-Boulai (Eastern region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic approach of graduation to improve both protection and economic recovery. Interventions include identifying key protection risks and inter-population conflicts to identify social cohesion and conflict resolution projects that will bring communities together. The Emergency Mobile Team (EMPACT) established DRC’s program presence in the Southwest region in late 2018 to address the needs of forcibly displaced people in the context of the Anglophone crisis, beginning humanitarian activities in January 2019. DRC operates in the Meme and Fako divisions, with an office in Buea. Programming focuses in rural and hard-to-reach areas to meet people’s basic needs for food, shelter, and NFIs, while improving the protection environment and providing income generation opportunities.DRC has been present in West and Central Africa since 1998. DRC’s HQ Hub for West Africa & Americas is based in Dakar, Senegal, and covers twelve countries outside Senegal.

The Cameroon country office opened in 2018 and currently comprises a coordination office in the capital Yaoundé, a base in Bamenda covering the Northwest region, a base in Garoua Boulaï covering the Adamaoua and East regions, and a base in Mokolo for the Far North. DRC’s interventions in these areas include providing assistance to vulnerable populations, especially IDPs and refugees to enable them to meet their basic needs and protection, providing durable solutions to the ultrapoor while rendering them resilient to shocks via resilience and peacebuilding activities. Due to the lack of emergency response services to the newly displaced in the NWSW regions, the DRC has stepped in with emergency protection and multipurpose cash in the NW region in collaboration with two national organizations as partners.

2. Overall purpose of the role:

Under the direct supervision of the NW Base Manager, the Emergency Response Project Coordinator is responsible for the quality implementation of the « Localised RRM » project in the NW region of Cameroon, as well as for the overall monitoring and capacity strengthening of the two (2) National NGO partners of the project; He/she is also responsible for any contractual, control and accountability aspects related to the implementation of the project and monitoring of the partnerships. Under the authority of the Country Director, the Country Humanitarian Access and Safety Safety Coordinator will Specialist will provide advice and technical support on the four stages (Assess, Decide, Plan, Act) of the DRC Safety Risk Management system (SRMS) in Cameroon, ensuring compliance with DRC Global Safety and Global Access policies. A detailed description of DRC SRMS can be found here Chapter 20 – DRC SRMS; the areas of competence of the Safety Coordinator Humanitarian Access and Safety Specialist are detailed on inchapters 20.4 to 20.7.

The Safety CoordinatorHumanitarian Access and Safety Specialist will be based in Yaoundé, Bamenda, but is expected to travel approximately up up to 450% of the working time through the country (NWSW, Adamaoua/Est, Extreme FarnNorth, not limited to these regions) to ensure deliver trainings on the implementation of the Security Risk Management System and provide technical support to DRC partners. Example Examples of such trainings responsibilities include and but are not limited to, training delivery, how to plan and conduct field movements; , how to correctly do a Safety Risk Assessment; ,and how to select, monitor, and update contingency plans, indicators, context monitoring, and ensuring safe and holistic humanitarian access in implementation areas.

This position requires a previous experience in safety and humanitarian access, strong communication and analysis skills to feed informed decision-making regarding DRC operations.,

3. Responsibilities:
The Safety Coordinator Emergency Response Project Coordinator is responsible for Humanitarian Access and Safety Specialist will support the Country Director in maintaining the mentioned aspects of the DRC Safety Risk Management system (SRMS) in the country, for all regions with DRC operations. Under the direct management of the Country Director, he /she is expected to pursue the following objectives and duties in his/her daily work:

Overall objectives

PROGRAMMATIC MANAGEMENT:

  • Planning: Prepares and monitors the timely implementation of activities. Organizes the project kick-off, follow-up meetings with the partners and the closing meeting of the project.
  • Beneficiary Engagement and Accountability: Supports the Base Manager to ensure that accountability, feedback and reporting mechanisms are put in place and that beneficiaries are engaged with all aspects of the project.
  • Internal coordination: Ensures good coordination and communication within the NW office and the Country Office of DRC Cameroon.
  • External coordination: Ensures good coordination and communication with other I/NGOs operating in the context of the NW region, local authorities, International Organizations[VP1] , national and regional clusters and other sectoral meetings/forums with emphasis on the effective collaboration and coordination of RRM activities.
  • Representation: Represents DRC in external meetings in the NW region with local authorities, other I/NGOs and International Organizations. Ensures good relations with the implementing partners, and with any local, civil, traditional or community authorities for the successful implementation of the project;
  • Information management and documentation tracking: She/he is accountable for the proper collection, management and archiving of all related project documentation for the purpose of internal and external audits
  • Technical oversight and quality assurance: Together with partner teams and DRC technical departments develops and roll out tools for quality implementation of the activities, ensuring that activities, processes and methodologies are clearly understood and implemented by the various project stakeholders;

PARTNERSHIP MANAGEMENT:[VP2]

  • Coordinates the assessment of partners’ capacities, ensures the development of training plans, organizes capacity building and training with support from technical staff of the NW Office (Protection Specialist, MEAL/IM Specialist, Access Manager) and of the Country Office (Protection and Economic Recovery Coordinators, Partnership Management Specialist) while actively involving partners for better ownership of the capacity strengthening.
  • She/he is accountable for the involvement and commitment of local DRC partners in the implementation of activities and the achievement of all commitments according to the terms of the signed sub-grant contracts. Oversees partners’ compliance with the rules and regulations of the grant agreement between them and DRC.
  • Maintain clear and transparent communication with local partners and carry out regular visits to the field and to the partners’ premises to provide technical support for the staff and to ensure the progress and quality of the interventions.
  • Contribute to the organizational transformation of DRC Cameroon towards greater localization. Collect lessons learned and best practices as well as case studies (from DRC and/or other partners) that can be used for DRC’s continuous learning, for reporting to donors as well as for DRC’s communication materials.
  • Capitalization: set up and regularly update a toolbox bringing together tools, modules, etc. to strengthen the skills and practices of DRC teams in capacity building of partners for the entire DRC CMR mission.
  • Oversee the development and implementation of the Danish Refugee Council’s (DRC’s) Safety Risk Management System (SRMS)
  • Support the Country Director and the Country Offices in ensuring compliance with DRC safety policy as stated in Chapters 19 & 20 of the DRC Operations Handbook
  • To develop develop and update policies and procedure procedures (SOPs), in coordination with project staff, for the safe delivery of program activities
  • Visit the Area offices in the Centre , Far North SW and , Adamaoua/Est regions regularly to ensure compliance with DRC’s SRMS and provide recommendations where required. deliver training to DRC staff on the diverse aspects of the SRMS and the associated SOPs
  • Conduct SRMS assessment in area of interest for DRC such as the extreme north and the northwest regioRegularly monitor safety/security dynamics across areas of operation and provide advisories and recommendations to the Senior Management Team. ns
  • Work closely with DRC’s local partners, assess their needs and build their capacity in terms of safety and access, while incorporating any best practices and lessons learnt from their experience and mastery of the local context.
  • Lead on “Equitable Partnership for Hard to Reach” component of the FLASH project, including the joint development of an access and security roadmap and action plan with DRC partners in the NW region.

SRMS:

  • Ensure that the country is up to date with the different components of the DRC Safety Management System: Contingency plans; Safety Level System (SLS), Minimum Operating Safety Standards (MOSS), Local Safety Rules (LSR), Safety Risk and Threat Assessments (SRA); Record of Emergency Data (RED) as per the SRMS tracker that will be provided.
  • Ensure that the country provide updated Safety Risk Assessments (SRA), Context Assessments and Programme Assessments for each programme area pursuant to DRC Safety Policy.
  • Ensure each programme area has appropriate SOPs developed and implemented. Monitor compliance with SOPs. Keep track of the SOPs in the SRMS tracker.
  • Ensure that appropriate Safety improvement plans (SIP) accompany the MOSS audits to address outstanding requirements not yet met.
  • Conduct regular reviews with Incident Management Teams (IMTs) in country offices to ensure that all components of the contingency plans (Hibernation, Relocation, Evacuation, Medical Emergency and Abduction) are up to date, realistic and understood.
  • Ensure coverage in case of absence of the Country Director as the primary point of contact for safety related matters with the Regional Office and other local actors (UNDSS, etc).

Capacity Building

  • Conduct – or facilitate the delivery of – safety training for staff at all levels. Ensure that the country is at par with DRC Safety Training agenda.
  • Regularly travel to Area offices in Centre, Far North and Adamaoua/Est regions SW, Adamaoua/Est to deliver training to DRC staff and partners on the diverse aspects of the SRMS and the associated SOPs. Contribute to maintaining a “safety culture” by mainstreaming DRC Global Safety Policy and SRMS at all levels of DRC operations.
  • Assist and mentor the Area Safety Teams Managers and Program Managers onin their role asof custodians of the SRMS integrity.

Humanitarian Access and Programme Continuity

  • Ensure a holistic approach is implemented with regards to access negotiations to include DRC program and support services staff as well as local communities and other stakeholders.
  • Work in collaboration with the partners’ teams to ensure that humanitarian access and engagement strategies deliver the required purpose while minimizing unforeseen adverse consequences on people in need (do no harm) and respect of humanitarian principles, within DRC risk acceptance.
  • Jointly with the partners, produce analysis and evaluations on the humanitarian space and access on a regular basis, with regard to DRC Partners’ presence and operations. Jointly identify potential scenarios, indicators of change in the humanitarian space and key decision points at micro, mid and macro level.
  • Keep track of any developments related to access and humanitarian space and ensure timely reporting of any security incidents or concerns

GRANT MANAGEMENT:

  • Internal reporting: Sharing quality internal and external reports. Validation and transmission of technical activity reports, narratives and other documents provided for by the project to donors, in compliance with procedures and deadlines.
  • Communication and visibility: Contributes to the project’s communication and visibility strategy.
  • Project Development: Supports the development of new project proposals when requested.

SUPPORT SERVICES MANAGEMENT:

  • MEAL: Supports the MEAL/IM specialist for the proper planning, capacity strengthening and implementation of MEAL activities for DRC and its partners.
  • FINANCE and LOGISTICS: Supports the Support Services team for the proper planning, capacity strengthening and implementation of finance, procurement and generally all administrative procedures for DRC and its partners.
  • Budget monitoring and development: Plans costs, controls accounting and forecasting and highlights timely any unspent/unforeseen cost in close collaboration with the Base Manger. When requested, supports the development of new budget proposals.

SAFETY

Security Management: Maintains a close relationship with the Access, Safety & Base Manager to develop increased knowledge of the area of intervention and potential threats. Immediately reports any breach of security protocols to the Base Manager or Country Director.

Information Management and Reporting

  • Maintain detailed soft and hard copy files of all relevant safety documents and make sure they are rapidly accessible to of Critical Incident or Crisis Management Teams.
  • Maintain the SRMS tracker and the Safety SharePoint up to date and available online to all the designated users.
  • Conduct regular calls with the Area Safety Teams Area Managers, and Program Managers in field offices the regions to monitor the overall situation and provide regular situation reports regarding compliance with DRC Global Safety Policy.
  • Ensure an up-to-date visitor briefing package is provided to all visitors and international staff, in case of absence of the Country Director.
  • Be able to substitute the Country Director in conducting safety briefings for all visitors and staff at the Country level.
  • Provide briefings on thematic and specific issues, as requested by the Country Director or the Regional SMRS Coordinator, and the Global Safety Advisor.

In addition to the above, the Safety Coordinato Humanitrainr, Access and Safety Specialist may be asked to carry out other duties requested by the Country Director.

Expériences / Formation

4. Required Qualifications

Experience and technical competencies:

  • At least 5 years of experience in humanitarian work
  • At least 1 year of experience engaging with local national actors (LNAs) in the context of RRM or any other emergency project
  • Experience in cash transfers and protection activities will be considered an asset
  • Ability to work long hours under pressure, in a flexible, adaptable and autonomous manner.
  • Ability to work effectively in extreme circumstances, including stress, high security risks and difficult living conditions
  • Proficiency in the office pack (Word, Excel, Power Point, Internet browsing, etc.)), Teams and Outlook
  • Ability to work with disaster-affected communities in a sensitive and participatory manner;
  • Possess excellent oral and written communication skills as well as analytical abilities.
  • Minimum 3 years of practical experience in sector area working for an INGO
  • Management and/or supervisory Eexperience within an NGO or similar organisation

  • Proven ability to develop and implement effective and contextualized protocols and systems.
  • Ability to conduct and produce high qualityhigh-quality safety risk assessments (SRAs).

Education:

  • University degree (BAC+3 /4) in Social Sciences, Economics, Rural Development, project management or equivalent

Master’s degree (e.g. political science, international development, or economics) or proven qualification in Occupational Health and Safety.

In lieu of the above, a bachelor’s degree and several years of experience in the sector

Languages: (indicate fluency level)

  • Fluency in French will be considered an advantage
  • Knowledge of the Local Language (pidgin) will be considered an asset

6. General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality, and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
