Strengthening lower secondary vocational stream teachers’ pedagogical skills
The Regional Teacher Initiative for Africa (RTIA) is a programme funded by the European Union designed to improve learning outcomes and support the socio-emotional development of children across Africa by strengthening the quality, inclusiveness, and attractiveness of the teaching profession.
Implemented by a partnership of European agencies led by Expertise France, RTIA supports African countries through technical assistance, innovation, capacity development, and evidence-based policy reforms in teacher governance, education and professional development.
As part of RTIA’s Technical Assistance Window, Expertise France is launching a Call for Tenders to recruit a consulting firm for the implementation of a strategic action under Tanzania’s Country Action Plan (CAP).
About the assignment
Tanzania is currently implementing an ambitious education reform that introduces a competency-based curriculum and expands vocational pathways at the lower secondary level. To support this transformation, the Ministry of Education, Science and Technology (MoEST) has identified a critical challenge: many vocational teachers recruited in secondary schools are skilled professionals but have limited pedagogical training.
The assignment will contribute to:
• Improving teaching quality in Tanzania’s newly established vocational education stream.
• Supporting the implementation of the Education Sector Development Plan (ESDP 2025/26–2029/30).
The selected consulting firm will support the development, piloting, and operationalisation of a Continuous Teacher Professional Development (TCPD) programme specifically designed for lower secondary vocational teachers.
Key activities
✔ Conduct a national needs assessment of vocational teachers and review existing induction programmes.
✔ Benchmark promising professional development practices for vocational teachers across Africa.
✔ Co-design a needs-based TCPD programme, including training modules and monitoring tools.
✔ Pilot the programme through Training of Trainers (ToT), coaching and evaluation activities.
✔ Develop a realistic national operationalisation plan for large-scale implementation.
